Why waiting makes it worse
Nobody files a report when a tank backs up on a Sunday, so there is no dataset of septic emergencies as such. What the health department records for King and Pierce counties do show is the difference between a system looked at on a schedule and a system looked at because somebody noticed something wrong — and that gap is not subtle.
When an inspection was triggered by a complaint, 45.8% of those systems failed. On a routine visit the failure rate was 17.4%. By the time a septic problem is obvious enough to be reported, it is roughly two and a half times more likely to be a genuine failure than a system seen on its normal interval. That figure rests on only 491 complaint inspections across eleven years, so treat the exact number loosely — but the direction of it is not in doubt.
The second half of the argument is what happens next. Once a deficiency is on the record, it has a habit of staying there: the median time from a recorded problem to a recorded correction was 131 days, a quarter of them ran past 651 days, and 22.2% were never recorded as resolved at all. And a system that has failed once is far likelier to fail again — 29.4% against 17.0% for one that passed last time. A backup you wait out is not a backup that goes away.
